Introduction:
     The strategic plan outlines the intended future direction for the Jarlmadangah Burru Aboriginal Corporation (JBAC). This plan provides a guide to what the community stands for, what it wants to achieve, and how it intends to achieve its goals.

     This planning process will enable executive members to develop the community in accordance with their aspirations. The community will benefit from this process by developing strong and culturally appropriate executive skills. This in turn will provide an integration of both cultural and administrative processes and enable them to control the needs within their community.
     The strategic plan forms the basis that will drive community operations, future planning and direction. The content of this plan has been developed, and will continue to be monitored and refined by the community.

Background:
   
Jarlmadangah Burru Aboriginal Corporation (JBAC) was incorporated under the "Commonwealth of Australia; Aboriginal Council and Associations Act 1976" on the third of December, 1987.
   JBAC, the corporation, strives to enable community members to attain better living standards, and work towards social well-being.
   Executive members develop the desired skills required to run their community by using community development principles and planning processes that enable them to manage and deliver the unique needs within the community.

   These skilling processes will enable the community to:

1. Develop a working model of strategic planning

2. Develop competency iin workshop processes which enable business to be undertaken in a culturally appropriate manner

3.
Pass on skills and knowledge to younger community members under the guidance of their elders.

This plan expresses the community's future VISION, GOALS and STRATEGIES, to be IMPLEMENTED into the new millenium.

 

Vision

1. Provide opportunities for community members to manage their lives and enhance social, cultural and economic well-being;
2. To promote an awareness of Aboriginal Culture and th share such experiences with the wider community;
3. To focus on the development of programs and activities which are culturally appropriate and promote education and training opportunities for its members and their families;
4. Develop and economic base through the development of enterprises and economic initiatives that enable the community to work towards self-sufficiency;
5. To maintain accountability through a governing committee that is representative of its membership;
6. Provide training programs which are culturally appropriate and provide community members with further skills development leading to employment opportunities;
7.
Promote women and youth development by providing support and access to resources;
8. Link with other Aboriginal organisati0ns, and people locally, regionally and nationally to further promote the Aboriginal cause.

Values
(Ideas to which the community is committed)

1. The community respects the contributions and knowledge of community elders in providing leadership.
2. The community values promoting, keeping and renewing traditional culture. It recognises the significance of land in the maintenance of traditional culture.
3. The rscognition of prior ownership of land by indigenous people and a clear commitment to the rights of indigenous people to negotiate and participate fully in land issues.
4. Individual community members and their families are in the best position to determine their own needs. Therefore the community is committed in promoting self-support and self-sufficiency of members in meeting their stated goals.
5. Maintain accountability through a governing committee that is representative of its membership and to aim for openness in respect of its decision making principles.
6. The communtiy is committed to the process of reconciliation. Promoting a united community that has a respect for land and provides justice and equity for all.

2. To develop an economic base, through enterprise development, that will lead to increased employment opportunities for community members.
3. To provide services which improve and promote community well-being and a safe and healthy environment.
4. To promote training and educational opportunities that provide members with the necessary skills and development that will maximise employment.
5. To develop and improve community infrastructure to meet the day to day needs of a growing community.
6. To participate in networking, building trust and friendship with the wider community in projects of mutual benefit.
